Perhaps you've missed the bloom. I had an unknown passi climb the grapefruit tree and it took a long time before I was able to see a bloom because the coloring wasn't that strong.

You could try giving it a fertilizer with a higher middle number in the NPK ratio..So you want higher phosphorus..like a bloom booster. That always works for me. Just remember to never fertilize a dry plant. Water it first.

If it is sending up root suckers you better get rid of it, flowering or not.

i started a Frederick edulis from seed and it flowered in less than one year.

you will have to cut at ground level and herbicide it.

As it is, it will take a few years to get rid of it.
