Not scale. Bacterial probably. I've treated such with rubbing alcohol with mixed results. If it were my plant I would excise the area, but not everyone likes to see the resultant scars. NextObsession's advise is good. Keep the leaves dry what ever you do. I would not use Listerine, use straight rubbing alcohol on a qtip and use a clean swab for each area.

Looks fungal to me. I would cut out the brown mushy spots then treat them with cinnamon. Cinnamon is a natural antifungal. Clean the knife after every cut with bleach or rubbing alcohol.

Do you change the soil out?

That liquidy ooze is characteristic of an Erwinia bacterial infection. Treatment must be tailored to kill a bacterium, not a fungus. Cut off affected leaves, spray with a plant-safe antibacterial, and be sure to take care to not cause any mechanical damage, any small nick on a leaf is a doorway for bacteria.
