They can say it promotes root growth, but the roots have to be there to grow. A cutting has no roots and does not need fertilizer. Hormones promote the formation of a scab and help reduce the formation of mold.

But it is still misleading, people are interested in plant growing well not in roots themselves. I used it for 20-25 cuttings and all died. I think if I would have used just soil some of them would have grown.

Did you read the label and follow the instructions? It is just a starter and transplant fertilizer and was not intended for vegetative plant propagation. Fertilizers DO promote root growth but as noted, roots have to be present first. You need just a rooting hormone, not a fertilizer, for encouraging roots on cuttings. Most rooting hormones are auxins, which are natural (and sometimes synthesized) plant growth regulators. Specific auxins trigger specific growth patterns and root hormones/auxins are the ones that focus on foot development. These are seldom present in any fertilizers.

Fertilizer is not a requirement in the making of cuttings.
