Dwarf Nectarine Tree Questions

I just had a few questions about a dwarf nectarine tree I planted 2 years ago. First of all, in 2 years, it has barely grown in height. It now stands at just under 3.5 feet tall. Is this normal for a dwarf tree? When I planted it, I buried a bit of the trunk in the ground. Maybe I shouldn't have done that? Will this tree get any taller?

As you can see, it's got a lot of foliage. I'm also wondering if I should prune it. What do you think? It had signs of peach leaf curl in the spring but now it seems to have healed itself with very few leaves being affected.

The fruit looks weird though. This is the first year we've had fruit on it. Is that brown stuff at the bottom a problem? See nearby ladybug for size reference.

Finally, I was also going to fertilize it. Is this a good time to do that? I have some 9-12-12 Expert Gardener Tomato & Vegetable plant food pellets and some 5-1-1 fish emulsion. Which should I use? Both?
