Tai, the idea was to shade and keep the rose canes hydrated and fresh until the bare root roses' roots started working and bringing moisture to the plant. Others mound up moist leaves or soil over the canes, again until they start to grow in 2-3 weeks usually.

So far, your bare root rose looks viable and reasonably healthy. There are a few ends that will eventually need to be trimmed back (like the dark end at far right), but I wouldn't worry about that now. What your rose is probably doing is putting down roots to support further growth, which is what you want it to do. So far, the canes are still green and plump looking meaning they haven't dried out, though that same far right cane has a little of a shriveled appearance. As long as they stay green and don't dry up or get black spreading sections, I'd wait it out and keep it well watered. If you notice black or dark purple areas start to extend down from the tips, trim off those ends below the black bits and use some bleach wipes to sanitize your pruners.

I've seen some bare roots like this that take a good 2 or even 3 months to "break dormancy" and start to put out new green growth. Obviously sooner is more fun, and it's possible that it will dry out and not put on any growth, but I wouldn't say it's looking that way yet. Hang onto this photo in case you need to document the failure to break dormancy for the vendor, but for now I'd keep it watered damp but not soaking wet (you don't want to rot out the roots), and folks in your hot region might have some ideas about shading the growth. Some folks mound soil around the base of bare root roses like this to help hold in moisture, but in my zone I don't do that.
