Hi, Brandon. I see no sign of any species of scale insects but don't really know what is showing up on your plants. I don't think you need to be concerned, at this point.

zzackey, scale insects come in a very wide range of shapes, sizes, colors, and textures. "Round and flat" doesn't even come close.

Looks like pollen to me as well :-) Even more so if it dusts or brushes off easily!! In some places pollen production, specially from trees, can be so heavy that it literally coats everything it falls on. Like my car :-)) And all manner of broadleaved shrubs nearby - most neighboring rhodies are still sporting a pale yellow coating on all their leaves a couple of months after the fact.

If it rubs or dusts off, it may be pollen or other small debris.

If it doesn't, perhaps you had hail recently?
