There's lots - Deschampsia caespitosa (tufted hair grass), Festuca glauca (blue fescue), Molinia caerulea (purple moor grass), Phalaris arundinacea (ribbon grass - an aggressive spreader), Hakonechloa macra (Japanese forest grass), Sesleria species. If you wanted something a bit on the taller side, Chasmanthium latifolium (northern sea oats) produces nifty looking seed heads.

And although not a true grass but used commonly as such, I'd consider sedges, Carex species but not all will be equally hardy for you.

Most of these grow to less tn 12-16 inches tall but some can get wide over time. And most will take partial shade. FWIW, most of these grasses are not grown for their seed heads like most of the warm season grasses but more for their foliage effect. Flowers and seed heads on many of these are nothing to get excited about!!
