Actively growing plants use leaves to make food/energy. Dormant plants have stored energy and can regrow leaves relatively quickly. Propagators frequently reduce leave area for a few different reasons, but mainly to reduce water loss. By balancing the number of leaves, or amount of leaf surface, you are balancing energy loss versus food/energy making potential. There's really no reason to every completely remove all the leaves (food/energy making potential).

Thank you Brandon. If you remove the cutting in the growing phase of summer, therefore not in its dormant phase, yet still remove all leaves accidentally, will they still grow back or should I just try a different cutting with leaves on?

It's hard to know just how much removing all the leaves will set the plant back. It will be a setback, but that doesn't mean they plant won't do fine and regrow leaves. It's hard enough to predict whether cuttings will "take" even when done by the book. There are just too many unknown variables here in a home propagation situation with no leaves. If you've got the time and space, give the cuttings a try and see what happens. It will be a learning experience, at least.
