The tufting looks antique. The plain looks up to date. With your drapes, you can tuft.

Looks like it just needs to be reupholstered not replaced, However the rest of the room from what I could see looks dated. new drapery and fresh coat of paint could be all it needs can't really tell with out more photos but just by the look of the drapery I would say it does
