Leaves with citrus rind appearance

If you have leaves that have the appearance of a texture similar to an orange rind, is that a sign of mite damage?

I have some leaves that have taken on that appearance on a couple different varieties but I don't see any signs of webbing and the plant is not dehydrated and the roots look fine. I reported a couple over the weekend to confirm its not a root issue.

As y'all know.....I'm paranoid over pests because I know how quickly they can take over ALL your plants. I did treat all my Hoyas with Forbid recently.
