With that pinnate foliage, it is not likely a member of the mint family, though the petioles of the leaves are arranged in pairs with the next pair up the stem 90 degrees to the first. The flowers are nearly symmetric, not asymmetrically labiate. I'm thinking it's a member of the verbena family. but it could also belong to the boraginaceae, rubiaceae, etc.

I'm trying to remember some small trees from Korea and other tree-like species that are known as bee forage.

It's covered with bees 24/7. I have a place where I'd like to have one, I think it'll get Hummingbirds too.
The stalks/branches kinda resemble bamboo, now that I think about it a little.

If I can get a cutting, do you think I could propagate it?

The faster it grows, the faster it will root. Just make sure you have a node struck under the rooting media, which should not be water, and should be sterile.

The nodes with opposite leaves andaxillary stems should narrow down its identification.

Vitex agnus castus. There are several other (nonnative) species of Vitex in the US but you didn't specify a location so I can't narrow it down by that. V a-c is the most commonly grown in the genus, which is why it is my guess.

Chaste Tree.....my local nursery has them in stock. One's gonna go in the ground tomorrow.
