Struggling podocarpus maki, Houston area

Hello, I recently planted a row of podocarpus maki along my back fence for a privacy hedge. It's only been about 3 months and they seem to be struggling. Some of them have areas of brown leaves that looks like they are not getting enough water, but we have had tons of rain and I have also hand watered a few times. From the pictures does it look like they could be getting too much water? Also, they are still tied up with plastic string. Should I remove the ties or let them break as the plants grow? Thanks
