wallpaper removal problems!

My sisters rental is extremely old and is covered in peeling outdated wallpaper. Since its a short term rental we only wanted to paint the nursery so that the baby can have a nice and airy room. The wallpaper was easy to peel off, all we had to do was pull. Surprisingly we found that underneath the wallpaper was even older wallpaper, although a section of that had been plastered over. This first layer of wallpaper is so old that it is crumbly and parts are really hard to remove. How do we go about finishing this job and getting a nice even painted wall, keeping in the mind the section of wallpaper plastered over?

Another problem we were faced with was that when removing a section of the top layer of wallpaper (underneath the window), the wall behind crumpled. How do we go about fixing this section of broken wall?
