cover crop

I have a side area of my lawn that's in terrible shape. I think the grass was killed last winter by the run-off from my neighbour's driveway. In general the soil is quite poor (the area had previously been paved for a driveway). I'd like to improve it in anticipation of planting shrubs and perennials in the next few years. However, adding a purchased soil or compost would require the equivalent of carrying everything up 4 flights of stairs and I just don't have that in me.

Any recommendation for an appropriate cover crop to improve the soil? The soil leans towards clay, very compacted, on a slope, and acidic. I'm in zone 5, Halifax.

Thanks!
