Minimum temperatures and zone designations

I live in Western Oregon at 900 feet (on the edge of the Portland metro area). I am designated Zone 8. I went looking to see if I am 8a or 8b, and I read that 8a has minimum temperature between 10F and 15F and 8b between 15-20F.


But at sea level around here, monthly minimum average temperature, between Nov and March, is 35-39F. Adding a thousand feet would not bring it down to to 20F.


Thus, I am confused why Oregon is assigned Zone 8 when only the mountains get that cold in the winter, while interior valleys only get down to 35 on average. It does get into the 20s when Canada comes to visit for a few days, even in the teens if the arctic visits. Can someone explain?
