How much room does he have? Thuja in Wisconsin can take full sun year round. You just need to make sure the first year or two that they get proper water up to ground freeze.

Width doesn't matter much. Can be as narrow as a foot, as wide as 10-20ft. I was worried about the full sun because I've seen so many arborvitae with winter burn, the past few years.

I'd still go with the arbs but in that space I'd go narrower. Maybe 'Hetz Wintergreen' or even 'DeGroot's Spire'. So long as they are planted properly and watered properly those first two years browning shouldn't be an issue. I might also mix in two narrow Serbian Spruce cultivars or two Picea glauca 'Pendula' for contrast. Maybe two arbs and three spruces or vice versa.
