Irrigation pressure regulator question

I have a separate line running for the outdoors with a pressure regulator and shutoff valve. Pressure regulator lock nut is incredibly tight and I'm worried of stripping threads or breaking the valve. My question is : the adjustable nut is in a screwed tight position (see pic) .. Doesn't that mean the pressure is already adjusted to the max ?
