How to even the flow through a soaker hose?

I bought a Miracle-Gro Soaker Kit. It includes 100' of 3/8" hose and various connectors. Before I laid it out amongst the new laurels, I tested the full length. Only about half the length produced any real water while the other half barely sweat. The configuration I'm using required I cut the length in half and T in two directions. That was a bit better, but still the beginning provides far more water than the end. This is all at the end of 50' of garden hose and I am using the little disk with the tiny hole in the center (their idea of a pressure regulator). Any advice on how to get a more even distribution? I don't want to spend $30-50 on a pressure regulator if that's not the issue. Thanks
