Problematic cutting

Hi friends. I got a fresh plumeria cutting from bangkok in december. Let it callous and planted it in a mix of soil and perlite. Since the winters here in spain is cold, I put the pot on top of a radiator maintaining a constant temperature with lots of light.

Well. We are in July now, and the darn thing has not rooted yet. I thought that it had rotted, so I took it out of the pot and it's exactly as I planted it 6 months ago.

Is it normal for a plumeria to take that long to root? All my other cuttings have rooted in less than 40 days, but this one is giving me some trouble!!!

Could you please tell me what I can do so my baby roots?
