Impatiens just not thriving

I planted two colors of regular impatiens at my sons house because he wanted them. Last year and the year before, they grew and thrived, formed a huge mat of plants that grew together, but eventually died from the impatien disease. This year, the plants have not grown much-even though they have been in the ground for two months. Very little flowers, and funny spindly growth on them that does not seem to have leaves or flowers. I sprayed them with a fungicide tonight- he seems to think that they have that disease. Does this sound familiar to anyone? (I thought that impatiens were kept off the market for enough time to stop the disease.) Guess not.
