Tiny "sliver"-looking pest darting around leaves?

I've noticed that _something_ has been drawing out tiny little spots of sap on the leaves of my plumeria. Looking closer today, I saw this tiny little pest darting around, stopping just long enough to pose for my picture (bear in mind this was taken with a cell phone -- not exactly the best macro). It's light in color and almost looks like a tiny sliver of wood running around.

Can anyone identify what this is? And, what's the best treatment? I have:

1) Insecticidal soap
2) Captain Jack's and
3) Rose Rx 3-in-1 (neem oil)

...the last of which is usually recommended for plumeria and I just treated this plant with it days ago. I get a little confused on which of the above is best for whichever pests (and safest for plumeria?). Any help is appreciated!
