I have no experience with bagworms and BT, but if they are still feeding on the tree then BT now, and after it rains. BT works when they eat it. I don't know what stage your bag worms are at in their life cycle, but if they are eating the tree it should kill them. Someone else may be able to tell you what other steps, like feeding, might be taken.
