Do slugs eat Fuchsia flower buds?

As I understand things, slugs don't eat Fuchsia plants. This appears to be true as the many slugs in my garden haven't touched the leaves or stems of my 30 mixed Fuchsia plants (perennials, all of which were only planted a month or so ago and are only a few inches tall right now). However, something is eating the flower buds and I can only assume that it's slugs!

The flower buds either vanish, end up on the ground whole, or remain on the plant (or end up on the ground) partly eaten.

Is it likely to be slugs?
