Very possible.

I would treat with Neem oil or insecticidal soap. Just be wary of treating your plants and then being in full sun as the leaves could burn. I treat in the late afternoon shade and then keep the out of any direct afternoon sunlight for a day or two.

You could also spray the plant with hose on all surfaces to include the bottoms of leaves 3-4 times per day for the next 10 days. I think that is what Roselee told me she does to get rid of mites on her Roses. No doubt she is retired

Upon doing some research for controlling of aphids on my giant milkweed, I came across that worm castings was also used to control spider mites. It worked with an infestation of whiteflies on my hibiscus tree 10 years ago. I haven't had any whitefly on the tree since then.

I haven't had to deal with spider mites on plumerias so it's hard for me to tell if that web on the flowers are from spider mites or something else. You should be able to see the mites with a magnifying glass, or tap the area letting the debris fall onto a sheet of paper and usually you can see the tiny mites scurrying around.

As mentioned above spraying water on the underside of rose leaves every three days for nine days works by breaking their breeding cycle. Even better is a one time spraying with sea weed solution, 3 tablespoons to a gallon. It works better than any miticide. For roses I used a hose end sprayer to spray all the roses. For a smaller outbreak you could mix a small amount and use a spray bottle.
