Can you fix a shrub with a comb-over?

One of my forsythias that I got locally this year, well, when I removed all the ties, it revealed that all of its branches lean over from the left side going to the right side. It looked stupid. Imagine Donald Trump's hair in forsythia form . I've tried everything to get some branches to lean in other directions but the canes are so hard that they have a mind of their own.

And while more branches have come in, they're coming off of the comb-over branches, so they're all facing to the right. Can I just cut ALL the branches back to the trunk this fall? What in the world would cause such a thing? Thanks.
