there is no reason for a new pot, yet. you can put new media in it, ensuring it stays fast draining. get it some sun and grow it hard … let it fill the cup. I use those too … Make sure there are drainage holes ...

Joe: it's nearing the end of summer and you're in Zone 5--I would leave it in that pot, it's fairly small yet.

Dave: that one, on the other hand, is going to twist that pot pretty soon!

It's more like they can be repotted, rather than they should be repotted, Joe.

When you hear people speak of potting up when they have 4-6 true leaves, it does depend on the pot/communal tray they are in at the time.

This cup would be fine w it left in it and you could add a bit of grit to the top 1/4" to help straighten it, but I would not recommend adding more soil mix to do so. Burying the caudex lower than this will and can cause collar rot.
