I'm pretty sure people in your area grow them, but as a Fall crop. They do slow down considerably in the heat, so in your climate I can see why they'd not produce at all. Try them as a fall crop...you might do much better.

yeah, they do like cool weather. Try planting in partial shade if you can, that will help a lot.
