Azalea Problem: Lacey Leaves? EDIT: Lace bugs help?

Does anyone know what this problem is with this azalea and how to fix it? The leaves look like they're either being eaten away on a microscopic level or are decaying. You can sort of see that the new growth is darker and the lower older leaves are lighter green. This picture looked better on my phone....

This is an encore azalea--sorry I don't remember exactly which variety. Please let me know if I'm leaving anything out. Thank you for the help!

EDIT: I FEEL PRETTY CONFIDENT THIS IS A LACE BUG INFESTATION, AND IT IS AFFECTING SEVERAL AZALEAS. CAN ANYONE OFFER REMEDIES THAT WOULD BE PRUDENT/EFFECTIVE AT THIS LATE STAGE OF THE SUMMER?
