Either could work for your situation depending on how you use your kitchen. Here are a few pros and cons of each. When your painter is talking about an enamel, I am assuming he is proposing a water based enamel.

Let's start with enamel paint. Enamel is paint that dries to a glossy finish. Painting with enamel can be easier to apply than lacquer. They also dry harder and are normally cheaper. Enamel paint is also known to be easily cleaned. It is also able to be touched up, whereas lacquers normally cannot be. However, be aware that if there is excessive amount of moisture or water it can effect the surface of the paint. Also, if they are applied with a brush or roller you can occasionally see that brush or roller marks.

Lacquer paint is actually a glossy transparent finish. It is similar to a varnish that provides a hard durable coating. However, it can break over time or develop bubbles if not applied correctly. The paint also dries very quickly, so it normally needs to be sprayed. Lacquers also need to have several coats applied to them. They are also normally much more expensive and have a strong odor when applied.
