What are you trying to accomplish with the grow lights?

Well, ultimately flowering, but at this point I'd be happy with green leaves for a few years. They can't be put outdoors through the summer I don't think. This ocean climate has almost constant summer winds. My backyard is the ocean- I'm about 50-500 yards off the tideline depending on tide. And summer temp is a mean of about 63* June through September. So my plan is to keep them inside except for warm days.

Sorry, wasn't quite clear, average summer temp June through September, 63*, mean temperature 53*.

What if you got a hot house or pop up greenhouse for the outside? It will block the cool winds and hold warm air. Amazon Search "Flower house" or "Hot house"

There are also grow tents which you could put in your basement. They will hold in heat and light. Normally they are associated with a certain kind of agri-business but it seems like a good fit for your situation. link from Amazon as an example:

Thanks First kms....have been considering a grow tent- was trying to avoid one more expense but think that's probably the best way to go. Also would love to be able to say good morning to my plumies in my bedroom first thing I wake up....but basement most practical unfortunately.

Outside just really won't work. We get 80mph winds in fall, spring and winter, and happen several times a year. Even a mild storm brings 40 mph which happen regularly. It doesn't sound like the most pleasant way to live but love watching any storm blow in- have been here for 20 years! Spruce grow outside, not much else. Pop-up greenhouses in my area (even standing greenhouses at times) always blow away.
