Weigela would be my guess. Main bloom should be in late Spring, then prune in early summer after the main bloom.

If you don't mind sacrificing much of the bloom next spring, you can probably prune way back now.

I would hard prune it now.

Google rejuvenation pruning. You do not need to cut the whole shrub back, just older stems which are becoming twiggy and scruffy. And, as Dave said, if you do it now you will get no flowers next year. Pruning of spring flowering shrubs like Weigela is best done immediately after flower so the plant has time to produce new wood which will be a year old the following season. Weigela flowers on old wood but leaf colour is best on new growth so you need to keep a balance between old and new. Alternatively you can plant a Weigela where it has plenty of space and never prune it at all. What you really don't want to do is to try to force a relatively informal flowering shrub into some kind of meatball shape. That defeats the object of planting it in the first place. You might just as well plant box or yew if that is the shape you want.
