Morning glory disease?

Hello fellow gardeners! I cannot for the life of me figure out what is killing my morning glories! The leaves start off green but then get bubbly looking and then yellow and finally brown and dying prematurely. I've taken infected leaves to various nurseries. One guy said scale. So I got insecticide. Followed the instructions precisely and no luck. Another nursery guy told me scab. And I used disease control fungicide which isn't working (both times used dr. Earth brand sprays) does anyone know what could be causing this? the leaf on the left is just starting to bubble and the leaf on the right shows it fully yellow and about to brown. I don't see any insects on any of the leaves. Thank you in advance!!!
