Haven't seen flower but just moved in.

Where are you? When to prune will vary depending on where you are. To me it looks like a honeysuckle AKA Lonicera, but until it flowers and you can ID it, I'd wait to do anything for now.

OK, you don't have the seasonal restrictions I have, and the Mandevilla suggestion is as reasonable as the Lonicera.

It could be a Confederate Jasmine.

I would also guess confederate jasmine (Trachelospermum jasminoides). CJ has a milky white sap if you break off a piece, so you can check that way. If you want to start over you could just cut it near the ground and then train the new growth. If you want to work with what you have, CJ responds well to trimming with clippers or a hedge trimmer.
