Paper pulp clumping problem with Papercrete

When I make various recipes of papercrete, the paper pulp clumps and really weakens and causes holes in my projects.
I use newspaper that I shred finely in a leaf shredder. Then mix it, then I soak it overnight, then I mix it again. It's fully hydrated, then I mix in the other ingredients (cement, perlite, sand, colorants, whatever). Let sit for 15 minutes. Mix again, then use.
I use an egg beater type mixer. Or my cheap Harbor Freight type (different brand).
Yet the paper pulp keeps clumping together.
How do I fix this? I don't get what's going wrong.
