Cool Temperature for Leaves or Roots

Hi guys

So i am trying to grow potatoes here in Ghana West Africa where temperatures reach 36 degrees celcius during the day and only as low as 21-19 degrees celcius at night. Now potatoes are a cool season crop but does that mean its leaves like it cool or its roots like the soil cool? Cos if its the leaves wanting it i might have to place them on the patio or something. But if its the roots, I'm thinking very thick mulch will help. Please help as I have heard Burkina Faso, an almost-desert country grows potatoes and strawberries and my country doesn't or allegedly can't. Thanks
