They are so tiny it is hard to guess. Maybe immature black aphids? Can you tell if they are doing any harm? I ignore insects if I am not sure that they are hurting a plant. About 97% of the insects in a garden don't do enough harm to the plants (if they cause any harm at all) to become a problem, so I leave them alone unless I see an obvious sign of damage.
