Overwinter beets for seed saving

I am in high desert zone 8 and going to try to save beet seeds next year. We get a few nights that could get down to around 10 degrees, but soil freeze is typically not more than three inches deep. Can I cover the beets in place in straw, thenjoy bury with soil, and then in spring uncover? I don't have any space in the fridge like comments I've seen say. Should I keep the larger beets or is saving from younger plants planted this fall ok.
