Chanticleer Pear - Struggling

Hi all,

Just wondering if anyone has any advice on what might be causing the attached on a couple of chanticleer ornamental pear trees I have.

Planted them about 6 months ago and they have done absolutely nothing over winter. In the last week or two they have started to shoot like crazy, however the vast majority of new growth is affected by these brown spots.

Had a fairly bad aphid infestation on some other plants nearby, but I havent seen any on the pear trees themselves. Ive sprayed them with neem oil yesterday to see if that improves things, but Im not confident it will.

Any suggestions on what might be causing it? Thanks heaps.

It looks bacterial/ fungal. Maybe give it a copper oxychloride spray next year at the first sign of budswell,, copper a s a trace element from that spray will also help with nutrition, if the tree is from down south or from the east they may have been loaded with disease from those wet regions
