Those leaves are doing little for the plant at this point so you can certainly remove them. Might take the plant out of the pot and make sure roots look OK, but looks a lot like sun burn.

Any fronds with any degree of green on them are working for the plant. I would not remove until new growth flushes. But sago can still live if fronds are all removed. It stores a lot of energy in the caudex/trunk.

Looks like sunburn on the fronds to me.

The photo is out of focus so we can't really see it. But that center portion is where the new flush will arise. It may not regrow until next season though. Sagos can take their time.

No, keep it near the window over winter. Did you place it outdoors in the sun at one point? That is likely when it got the sunburn.

I've kept it in the same window over the summer but had it sitting right on the ledge. I've backed it up a little bit but it's still near the window.

Did the whitening of fronds occur while in your care? The pot and soil has adequate drainage, right?

It's been a gradual process, but yes. The container has ample drainage and I only water it when the soil feels dry.

I am growing C. revoluta in plastic pots and the leaves will burn especially if I do not give enough water. I would never remove any leaves that are still green. I grow my all of cycads outside because I live in a 10a climate.
