Is this returnable? The explanation is not clear. It says yes, then says no if clearance and then says there is a restocking fee. Please clarify. Thanks!

Hello Ryan Stenzel, Items are returnable with a 10% restocking fee. Items must be in new condition and not modified in any way (no wires cut) also they must be returned in the original packaging. Thank you!
