Each cutting is different, some will produce roots first, some will produce leaves first. If it just produces leaves, your cutting is eventually doomed as it will dry out. Did you apply rooting hormone powder?

There are lots of different ways to root fig cuttings, some people bury the whole thing horizontally below the ground.

Hi Michael! I have propagated fig cuttings for a few years now and have found that when exposed to light to soon the leaves often come before the roots. That being said they usually will produce roots if you can sustain the humidity needed for the leaves. I have never used rooting hormone on them, although have seen it done with success. At this point you need patience, humidity for the leaves, light, heat in the 70-80f zone and proper soil moisture. Without roots the rooting medium becomes water-logged and rots the cutting from the bottom up:) good luck!
