Rooting lipstick

If you only had a tiny little 2"piece of a lipstick cutting and only one shot to get it right, how would you root it? Sunny window, shade or T5 fluorescent?

I root them by sticking them in a pot of light textured soil and putting it in an east window. Water sparingly when dry. I haven't lost one yet.

I tried it in very slightly moist (almost dry) soil mix and it just didn't work lol. I can never get lipstick to root. I cut off to dead part of the piece I have left. The other one is gone. I really don't know what to do at this point. The piece that's left is limp but its seems if I add more water it will rot again. I give up.
