I really don't think it matters if you remove the terminal bud or not. I never have specifically although I often make several cuttings from one stem so the cuttings will, by default, have no terminal bud. The axillary buds will grow, assuming the cuttings root. You can always take the terminal bud out after rooting when you begin shaping the plant as you wish.

I would remove the tip of the cutting if I thought that the growth was too soft. If it is soft it will wilt too much, so I make life easy for it.

I might also remove the terminal bud to encourage bushiness in the future plant, but this can be done any time (as floral says) as plants grow. Regular trimming is good practice to make plants more attractive to buyers.

Some people become a little aghast when they see a propagator NOT doing this or that. What we used to do was treat each cutting as an individual, maybe trimming the tip, probably removing any flowers or buds but sometimes not. And the two best people in Propagation (the two ladies with whom I worked) were not horticulturists but had learned through experience. They were fast, accurate and very skilled.
