Umbrella tree houseplant -- Too tall and root bound

I recently became the caretaker of this 20 year old (neglected except for watering) Umbrella plant/tree. I am not an expert at caring for houseplants, but I'm fairly sure this one needs to be transplanted, and it has gotten too tall for the 10 ft ceiling height of the room. It is currently planted in a 12" high by 12" diameter pot! I don't know how it has survived this long, but must want to thrive. We live in the high desert (snow/cold winters and arid hot summers) and this tree has lived indoors/in one spot for at least 15 years. Please advise as to when/how to repot and trim down to maximize its beauty and survivability. Thank you.
