Is trifoliate a dwarfing rootstock??

I ask because I was at my favorite nursery today and they received a recent shipment of citrus from Record Buck farms...no I did not buy any! It was hard, but I resisted! In addition to the rooted cuttings, they also had the larger, grafted trees. A few of them were blood oranges, but the tag did not say which. So of course, I called them and asked ;-). They said they were either Moro or Sanguinelli, but unless their tag was still on it, it would be impossible to tell which. I asked them if they were on dwarfing rootstock and they said no, it was trifoliate (they gave me the names, but I don't remember exactly). I was under the impression that trifoliate is a dwarfing stock...am I wrong?? Isn't that the same as flying dragon? I am confused now...
