New Growth?

A neighbor gave me a cutting of a Hindu rope plant two summers ago. I have been trying to care for it all this time and it is still green, but doesn't seem to grow. Maybe I just can't see it. I'm watering from the bottom. 8 don't water often.
What does new growth look like? Will it ever grow new branches?
I'm very clueless about this plant.
