Should still be OK, as long as your ground is not yet frozen. They probably won't have time to establish roots though, so you might want to plant a little more deeply to avoid frost heave. The mulch will also help in that regard.

I planted garlic way late one year, had to use a cordless drill & auger bit to drill holes in the frozen ground. Planted about 3" deep. Couldn't really cover them well, just a few chunks of soil in the hole. The garlic crop the next year was almost as good as when I planted on time.
