Why is it not outside in full sun?

When I bring my Meyer lemon inside for winter, it usually loses a few leaves, but then it starts to show new growth in a few weeks, so I wouldn't be too concerned about that. But I would worry about why the leaves are so droopy. Mine never look like that. It's hard to tell from the photo, but the soil looks very dry. I would say it needs watering, but you said you keep checking that. Another issue is possibly overfeeding it while it's not as actively growing. You don't say where you live, but I am assuming you can't leave it outdoors all year. But indoors or out, plants respond to changes in hours of light, temperature and other factors. Mine slows down in winter, so I only water (no feeding) until I start to see new growth which is usually around February or March (indoors). So I feed very diluted until I can bring it outside again around May. Then, I feed normally since it's growing vigorously by then. I slow down feeding early October and bring it inside by mid to late October here.

What growing zone are you and what side of the equator. Could it be outside at this time of the year. If so it should be outside.

I live in an apartment in Chicago. Our outdoor area unfortunately is full shade so I keep the tree indoors year round so it may be supplemented with a grow light. I check the soil daily with a moisture meter and only water when the meter gets to the dry as zone. I did feed it a few weeks ago with citrus gain, so maybe over feeding is the issue?
