Seedlings haven't sprouted yet

Hello, all! I was looking for some help. I planted several pelargonium seeds using a dome and seedling heat mat along with Jiffy plugs. I planted them on January 1st, several sprouted after 3 days, some after 5 days and then another on day 6.

I took the sprouted ones out and immediately and they are growing nicely by the windowsill. Anyhow, it's now day 10 and several don't give any signs of sprouting yet.

I know some take longer than other, last year had a few sprout after 3 weeks or so, but I wasn't using Jiffy plugs yet.

Anyhow, today I got curious and dug the seeds out very delicately, The seeds looked like when I planted them, just a bit larger, like swollen and soft. I don't know if they are rotten or just need more time. I replaced them and gave them just a sprinkle of light soil to cover them.

In the dome things are quite moist, and I know this is good to soften the seeds and provide a quick germination, but how long is too long to stay there? There is vapor on the lid some days and I have to move it aside to provide more air. I am concerned staying too long under there will cause them to rot, if they haven't rotted already....but then I heard that warm temperatures will prevent root rot, so I am debating whether taking them out or leaving them there... Any help appreciated!
