I'm not sure but it reminds me of a crinum more than it did a dracenae.

the leaves have long petioles, not strappy like a crinum.

I could be wrong , but possibly an unusual hybrid of Alpinia , or torch ginger and those do have very unusual flower scapes from the photos I've seen

I agree, a ginger is another possible. If you have an opportunity could u take pics of foliage?

Regarding it possibly being a Dracaena species in bloom, unless you live in the tropics or sub tropics and are used to only ever seeing Dracaenas used as indoor houseplants , which are most often called "foliage" plants , since they so rarely bloom in the average indoor environment , and don't even consider the fact that almost all plant species produce some kind of bloom for reproduction, or perhaps all really , most of us has never seen those "foliage" plants in bloom, though another common one , umbrella trees or Schefleras , do bloom outdoors where climates are ideal for that . I do recall seeing one rare photo of an indoor "corn plant" or Dracaena fragrans ? in full bloom in a house in Florida if I recall correctly and the blooms do look reminiscent of that .
